Jimmy Carnelind is part of MAQS’ specialist group within the area for public procurement. He focuses mainly on issues related to public procurement, other public law and administrative law. Jimmy has special experience of administrative law processes and has experience in handling various license issues, for example approvals for independent schools and permits in the transport sector.
The assignments within the area for public procurement are mainly for suppliers where Jimmy often provides proactive strategic tendering throughout the entire procurement procedure. The counseling can include reviewing of tender documents and tenders, the drawing up of strategic inquiries to the contract awarding authority, reviewing of evaluation protocols and award decisions as well as participation in negotiations. For contracting award authorities, Jimmy often investigates issues regarding direct procurement opportunities and reviews procurement documents. A great part of Jimmy’s work in public procurement involves assisting both suppliers and contracting award authorities in the administrative court in appeal cases as well as in the public court in connection with damages claims according to LOU / LUF / LUK. Jimmy has special experience of contracting- and consulting procurement.
Jimmy is also frequently engaged as lecturer in issues regarding LOU/LUF/LUK, both by clients and private educational institutes, professional universities and other institutes, such as, for example, Novo Utbildning, Mercell AB and the West Sweden Chamber of Commerce.
